The Pilbara Regional Council conducted a project in FY12 to prepare a submission for the Parliamentary Standing Committee into the costs and impacts of Fly In Fly Out (FIFO) work arrangement on the Pilbara region. The Council developed a detailed demand matrix to underpin the report, and this matrix has since been sought by other Local and Regional Governments from across the country.

The Pilbara Regional Council has commissioned a subsequent project seeking to formally align this demand matrix with the finding model for Federal Assistance Grants, with a view to seeking additional funding for the region to acknowledge the unusual demands placed on the delivery of local government services to communities that host substantial FIFO populations.
